MGNREGA: A Fraud by UPA on the Poor
Mahatma Gandhi National Rural Employment Guarantee Act, or MGNREGA, enacted in 2009, is an Indian labour law and social security measure that aims to guarantee the 'right to work'. How the scheme was used as a tool for another mega-corruption by the UPA government is clearly revealed by UPA's own 2013 CAG report.
In spite of the severe indictments by CAG (Comptroller and Auditor General of India), the Congress President has the gall to write a recent article showering self-praise on the corrupt scheme:
A few excerpts from the 2013 CAG report:
"Non-payment/underpayment of wages of 36.97 crores was noticed in 14 states. There were several cases of delayed payment of wages for which no compensation was paid”.
In addition, the report highlighted that the ministry:
“….relaxed all conditionalities and released a sum of 1,960.45 crores in March 2011 to the states, contravening norms of financial accountability… excess funds of 2,374.86 crore were released by the Ministry to six states, either due to wrong calculation or without taking note of the balances available with the states.”
Since 2014, Modi government made the scheme completely corruption free. It introduced full transparency by linking the beneficiaries' bank accounts to Aadhaar, using 100% electronic Fund Management System (eFMS), and 100% DBT.
DBT (Direct Benefit Transfer) is a mechanism of transferring Government subsidies directly to the citizens through their linked bank accounts.
