National Education Policy 2020

This is an important national milestone in the development of the country and probably the most creditable achievement of the Modi government as it will touch and shape each and every person of our future generation for years to come.

The last education policy was framed in 1986 and revised in 1992, and had not been revised since then. The new policy is as per BJP's election manifesto and therefore there could be bravado by BJP and condemnation by Congress and other opposition parties, in the coming days.

However, we have to remember that this new policy is drafted by a committee of eminent scientists, educationists, and leading experts in the relevant fields. My ISRO colleagues can be very proud of this achievement as the Committee is headed by former ISRO Chairman Dr K Kasturirangan.

The National Education Policy 2020 document, as published by the new Ministry of Education, is just 60 pages and contains all the relevant details. However, it misses the meat of the policy since I feel that the most important elements are in the 17-page Preamble of the 'Draft National Education Policy 2019' document that consists of 484 pages.

The following sub-headings of the Preamble will give you the essence of the policy:

  • The Journey of the Committee
  • A vision for the education system in India
  • Drawing from India’s heritage
  • Taking forward the agenda of previous education policies
  • Alignment with the global sustainable development goals
  • An integrated yet flexible approach to education
  • Liberal arts approach in higher education
  • Focus on high quality research
  • Facilitating transformation of the education system
  • Facilitating national development
  • Ensuring implementation in spirit and intent
  • A note of gratitude
In the Preamble, Dr Kasturirangan presents the various factors and thought processes that went into the making of the policy document. He briefly introduces each member of the National Education Policy Committee, the background and expertise of each member, and the specific contributions each made. He goes on to mention that the Committee sought the views of some of the leading thinkers in education in this country, who served as peer reviewers of the document.

I have extracted the Preamble into this PDF file.
